Malaysian youths aged between 18 and 30 can now unlock up to three months of free access to four premium generative AI services through the revamped Rakyat Digital platform. The initiative was announced by Prime Minister Anwar Ibrahim as part of a wider package of measures taking effect today, alongside the restoration of the BUDI95 petrol subsidy quota to 300 litres.
The AI initiative is being positioned as part of the government's effort to broaden practical exposure to generative AI tools, especially among younger Malaysians. To qualify for the premium subscriptions, participants first need to complete six free learning courses available through the Rakyat Digital website.
Six Free Courses Unlock Premium AI Tools
The six courses can be taken directly through Rakyat Digital, with the premium GenAI subscriptions also redeemed through the same platform once the learning requirements are completed.
Anyone can enrol in the free courses, regardless of age. However, the premium AI subscriptions are reserved specifically for Malaysians aged 18 to 30.
Once eligible participants complete all six courses, they can redeem access to four paid GenAI services. These include Google Gemini Enterprise, YTL's ILMUchat, as well as MuleRun and WonderClip, both of which are associated with Alibaba.
The idea is not simply to hand out premium AI subscriptions without any preparation. By requiring participants to complete the learning modules first, the programme introduces users to basic digital and AI knowledge before giving them access to more advanced tools.
Only 100,000 Youths Will Receive the Free Subscriptions
There is an important limitation to the offer. According to the report, the three-month premium subscriptions are available to only 100,000 eligible youths.
That means completing the courses does not necessarily guarantee indefinite access for everyone, especially if demand is high.
For those interested, it would therefore make sense to complete the courses and redemption process earlier rather than waiting until the initiative has already attracted a large number of participants.
The programme is being referred to as AI for the People, reflecting the government's broader push to make AI tools more accessible beyond large companies and technology professionals.
A Practical Way to Introduce Young Malaysians to GenAI
Giving young Malaysians temporary access to premium GenAI services could be particularly useful for students, freelancers, developers, content creators and people entering the workforce.
Premium AI plans often provide stronger models, larger usage limits or additional productivity features compared with free versions. For someone who has never had access to those capabilities, three months is enough time to explore how the technology can fit into real study or work routines.
The bigger question will be whether participants use the period simply to experiment with chatbots or actually develop useful skills around research, writing, coding, analysis and other AI-assisted workflows.
That is where the six-course requirement could become important. The value of the programme will ultimately depend less on giving people temporary subscriptions and more on whether they learn how to use the tools responsibly and productively.
e-Invoice Exemption Threshold Raised to RM3 Million
The AI announcement was only one part of the wider package.
Anwar also announced that the annual sales threshold for e-Invoice exemption will increase from RM1 million to RM3 million.
This means businesses with annual sales below RM3 million would no longer be required to implement e-Invoicing under the threshold mentioned in the announcement.
The change could reduce the compliance burden on smaller businesses that may not yet have the systems, staff or resources to manage another digital reporting requirement.
For micro and small businesses, that breathing room could be particularly valuable while Malaysia continues expanding its wider digital tax and invoicing infrastructure.
Microfinancing Facilities Increased by RM1 Billion
The government is also increasing available microfinancing facilities by RM1 billion.
This raises total funding for 2026 from RM5 billion to RM6 billion.
Microfinancing is particularly important for small entrepreneurs and businesses that may struggle to qualify for conventional bank financing. Expanding those facilities gives more businesses access to capital that can be used for equipment, working capital, expansion or digitalisation.
Combined with the higher e-Invoice exemption threshold, the measures appear designed to reduce pressure on smaller businesses while still encouraging them to grow.
School Maintenance Allocation Gets a 50% Boost
Another measure involves school infrastructure.
The allocation for maintenance across all school types in 2027 will increase by 50%, rising from RM1 billion to RM1.5 billion.
Maintenance may not sound as attention-grabbing as AI or digital transformation, but ageing facilities can directly affect teaching and learning environments.
An additional RM500 million could therefore support repairs, upgrades and improvements across schools that need attention.
The effectiveness will naturally depend on how the allocation is distributed and implemented, but the increase itself is substantial.
RM1 Billion for Digital Healthcare Improvements
The Malaysian Communications and Multimedia Commission (MCMC) will also provide RM1 billion to strengthen digital efficiency across the public healthcare sector.
The funding is expected to support the implementation of Electronic Medical Records (EMR) as well as improved internet connectivity across 150 hospitals and more than 2,000 public health clinics.
This may end up being one of the most important long-term measures in the announcement.
Public healthcare digitalisation depends heavily on reliable connectivity and integrated records. Without those foundations, hospitals and clinics struggle to share patient information efficiently, coordinate care or take full advantage of newer technologies such as telemedicine and AI-assisted healthcare tools.
Better EMR coverage and stronger connectivity could therefore have an impact far beyond administrative convenience.
