KPDN Officers Now Have the Right to Check IDs for Petrol Subsidy Enforcement

The Ministry of Domestic Trade and Cost of Living (KPDN) is stepping up its efforts to ensure Malaysia's new targeted petrol subsidy system works as intended. According to Kuala Lumpur KPDN director Mohd Sabri Seman, enforcement officers have now been granted legal authority to check the identification cards (MyKad) of motorists at petrol stations.

This move is part of the government's broader plan to make sure the Subsidised Petrol Control System (SKPS) and the Budi MADANI RON95 petrol subsidy (BUDI95) are implemented smoothly and fairly — benefiting only those who are truly eligible.

Why the Identity Checks Are Necessary

Mohd Sabri explained that the checks aren't random or intrusive, but rather a necessary step to ensure the subsidy system functions correctly. The SKPS relies heavily on accurate identity verification to confirm that subsidised RON95 fuel is sold only to qualified Malaysians, preventing leakages and misuse.

He added that these checks help protect the system against identity abuse or fraudulent claims, such as when unqualified individuals attempt to purchase subsidised fuel using someone else's information. Officers are only allowed to conduct these verifications when required, and not as part of routine harassment.

Monitoring Efforts and Ground Enforcement

The ministry has gone beyond just issuing warnings — it has actively deployed manpower to monitor and enforce compliance.
Mohd Sabri revealed that 101 enforcement officers have been stationed across Kuala Lumpur to inspect petrol stations and ensure the system's integrity.

As of now, 196 petrol stations have already been inspected under the initiative. Encouragingly, no significant issues or complaints have been recorded regarding SKPS implementation. This reflects positively on both the preparedness of petrol station operators and the adaptability of consumers.

He also highlighted that this is part of KPDN's ongoing effort to modernise enforcement through risk management and digital integration, ensuring every action taken is traceable and data-driven.

Digital Tracking for Transparency and Accountability

Another key component of this enforcement framework lies in its data-driven design. Every subsidised fuel purchase is securely recorded within the system, allowing for transparent, real-time monitoring of petrol consumption patterns.

This means that authorities can quickly flag any suspicious transactions — for instance, repeated large purchases within short timeframes, or irregular buying patterns that may indicate misuse.

Such digital logging helps the ministry not only track misuse but also improve the efficiency of future subsidy programmes, ensuring taxpayer money is channelled responsibly.

A Step Toward Smarter Subsidy Distribution

The enforcement strategy reflects the government's broader shift toward data-guided governance, where technology and accountability go hand in hand. While some motorists might initially feel uneasy about ID checks at the pump, the initiative ultimately aims to protect the integrity of Malaysia's fuel subsidy programme — a system that costs billions of ringgit each year.

By ensuring only eligible Malaysians benefit, the government hopes to curb leakages, strengthen public trust, and lay the groundwork for future digitally managed subsidy systems that are fair, efficient, and corruption-resistant.
