ITMAX System Bhd is expanding beyond its familiar smart-city projects after securing a RM186.84 million contract from the Social Security Organisation (Socso) to develop and operate a new artificial intelligence-powered employment portal.
The contract runs for five years and will see ITMAX build considerably more than a conventional job-search website. According to the company, the project will involve AI-based job matching, system and data integration, cloud infrastructure, cybersecurity, as well as ongoing operations and maintenance.
For ITMAX, the deal represents another step toward becoming a broader digital-platform and infrastructure provider rather than relying mainly on smart traffic systems, surveillance networks and other urban technology projects.
More Than Just a Job Portal
ITMAX managing director and CEO William Tan Wei Lun said the project extends the group's existing capabilities in AI and digital platforms.
The platform will combine several technologies under one system, including:
The use of AI could potentially make employment matching more intelligent by analysing skills, experience and job requirements rather than relying entirely on conventional keyword searches.
For jobseekers, that could mean seeing vacancies that better match their qualifications and employment history. Employers could similarly benefit from more relevant candidate recommendations.
Socso Already Plays a Major Role in Employment Services
Socso is a statutory body under Malaysia's Ministry of Human Resources and is primarily known for providing social security protection to employees and their dependants.
However, the organisation also plays an important role in employment services.
Socso currently operates MYFutureJobs, Malaysia's national employment portal, which provides job-matching services and employment support for both jobseekers and employers.
The new ITMAX contract suggests that Socso is preparing to further modernise its employment technology infrastructure, particularly by incorporating more advanced AI, cloud and data capabilities.
The exact relationship between the new platform and the existing MYFutureJobs service was not detailed in the announcement, but ITMAX's contract clearly goes beyond building a simple front-end website.
ITMAX Is Diversifying Beyond Smart Cities
The deal is also notable because much of ITMAX's recent growth has come from smart-city infrastructure projects.
The company has secured several sizeable contracts involving smart traffic systems, street lighting, CCTV networks and digital urban infrastructure, particularly in Kuala Lumpur and Johor.
In July, ITMAX secured a RM120 million six-year contract from Kuala Lumpur City Hall (DBKL) to supply and maintain a smart street-lighting system across the capital.
That followed a RM42 million DBKL contract awarded in December 2025 to operate and maintain smart traffic-light systems.
The group had also previously secured work involving the installation of thousands of additional CCTV cameras and variable message signboards throughout Kuala Lumpur.
The Socso contract therefore gives ITMAX another large-scale project in a very different area: national employment technology.
AI Could Become a Larger Part of ITMAX's Business
The contract also highlights how ITMAX is positioning AI as part of its wider digital infrastructure strategy.
Smart-city systems already generate large volumes of data from cameras, sensors, traffic systems and other connected infrastructure. Employment platforms create a different kind of challenge, but they similarly depend on large datasets, integration and automated decision-support tools.
Building a national-scale AI employment platform could therefore give ITMAX experience that extends well beyond municipal technology.
If successful, the project could potentially strengthen the company's position when bidding for other government or enterprise digital transformation projects involving AI and cloud services.
Strong Earnings Growth Provides Some Momentum
The latest contract arrives while ITMAX is reporting stronger financial performance.
For the first quarter ended 31 March 2026, the group recorded net profit of RM25.01 million, an increase of 24.2% compared with the same period a year earlier.
Revenue climbed 29.8% year-on-year to RM65.86 million, supported by stronger digital infrastructure contributions and continued smart-city deployments.
Those figures suggest ITMAX's existing project pipeline is already contributing to growth even before the full impact of the new Socso contract is reflected.
Large multi-year contracts can also provide greater revenue visibility because implementation, maintenance and operational services continue over several years rather than ending after the initial system is installed.
A Five-Year Contract Adds Recurring Work
The five-year duration is particularly important.
ITMAX will not simply develop the employment portal and hand it over.
The contract includes ongoing operation and maintenance, meaning the company will remain involved after the system goes live.
That could include infrastructure management, cybersecurity monitoring, system upgrades, troubleshooting and continued optimisation of the AI components.
This kind of recurring service model can be valuable for technology companies because it generates longer-term revenue while deepening the relationship with the customer.
For Socso, having the same technology partner responsible for development and operations could also simplify accountability when the platform requires updates or technical support.
Cybersecurity Will Be a Critical Part of the Project
A national employment platform inevitably handles sensitive information.
Jobseekers may provide personal details, employment histories, educational qualifications and contact information, while employers may upload vacancies and organisational data.
That makes cybersecurity particularly important.
ITMAX specifically highlighted cybersecurity as part of the project scope, suggesting that security controls are being incorporated into the platform rather than treated as an afterthought.
Cloud infrastructure will also need to be designed for resilience and availability because employment services may be accessed by large numbers of users across Malaysia.
As government services become increasingly digital, platforms like this effectively become critical public infrastructure.
The Potential of AI Job Matching
AI-driven job matching could potentially improve how employment platforms connect candidates with employers.
Traditional job portals often depend heavily on users searching manually or matching exact keywords.
AI systems can potentially consider a broader range of information, such as transferable skills, previous occupations, qualifications and experience.
For example, someone may have skills suitable for a role even if their previous job title does not exactly match the vacancy.
A well-designed AI system could identify those similarities.
However, employment-related AI also needs careful governance.
The system must avoid introducing unfair bias into recommendations and should remain transparent enough for users to understand why particular jobs or candidates are being suggested.
The technology can support the matching process, but it should not become an opaque gatekeeper for employment opportunities.
ITMAX Shares Closed Slightly Lower
Despite the contract announcement, ITMAX shares ended Tuesday six sen lower, or 1.3%, at RM4.45.
At that price, the company had a market capitalisation of approximately RM4.62 billion.
The stock was also around 6.9% lower year-to-date.
Short-term share-price movements do not necessarily reflect the value of an individual contract, particularly when investors may already have expectations priced into the stock.
The more important factor will be how effectively ITMAX executes the project and how much it contributes to earnings over the five-year period.
Final Thoughts
The RM186.84 million Socso contract represents an important expansion for ITMAX.
The company has become increasingly associated with smart-city infrastructure, but developing an AI-powered national employment platform moves it deeper into software, cloud services and large-scale government digital transformation.
For Socso, the project could modernise how Malaysians search for jobs and how employers identify suitable candidates.
For ITMAX, it provides another sizeable long-term contract while demonstrating that its technology capabilities can extend beyond traffic lights, CCTV networks and urban infrastructure.
If the platform delivers meaningful improvements in job matching and employment services, it could also become one of the more visible examples of AI being applied directly to a Malaysian public-sector service.
