TikTok Shop Teams Up With KPDN to Make Everyday Essentials More Affordable

TikTok Shop Malaysia has announced a new collaboration with the Ministry of Domestic Trade and Cost of Living, better known as KPDN, aimed at easing some of the financial pressure faced by Malaysian households and small businesses.

The initiative focuses on practical everyday spending, including lower seller commission fees for essential products, delivery rebates that can help reduce shipping costs, and promotional discounts on selected household necessities. It is also another example of how major e-commerce platforms are becoming more directly involved in cost-of-living efforts rather than simply acting as online marketplaces.

Zero Commission for More Essential-Goods Categories

One of the biggest parts of the programme is the expansion of TikTok Shop's commission-fee waivers for sellers dealing in selected essential items.

TikTok Shop has added five more essential-goods sub-categories that qualify for 0% commission fees, bringing the total number of eligible categories to 56. The newly included categories cover products such as milk, powdered milk, yoghurt, fermented dairy items, and other daily necessities.

For local sellers, especially smaller businesses and independent merchants, lower commission fees can make a meaningful difference. Marketplace fees are one of several costs sellers need to account for, alongside stock, packaging, delivery, advertising, staff, and platform-related expenses. Reducing those charges gives businesses more flexibility to keep prices competitive or protect their margins.

The platform has also reduced seller commission fees across another 39 essential sub-categories, with reductions ranging from around 0.5 to 9.1 percentage points.

RM2 Shipping Rebates Aim to Reduce Delivery Costs

Delivery fees remain one of the most noticeable costs for online shoppers, particularly for low-value purchases such as groceries, pantry goods, and household basics.

Under the collaboration, TikTok Shop sellers will receive an RM2 rebate per order to help lower nationwide delivery costs. While RM2 may not sound huge on its own, it can be helpful when applied across frequent purchases or smaller orders where shipping fees make up a larger percentage of the final bill.

This could make TikTok Shop more attractive for users who regularly order groceries or household items online, especially in areas where physical stores may be less convenient or where delivery charges often discourage smaller purchases.

Jualan Ihsan Rahmah Goes Digital Through TikTok Shop

The partnership also marks a notable move for TikTok Shop, which is set to become the first e-commerce platform to host an online version of the Jualan Ihsan Rahmah initiative.

The programme will feature #JomLokal grocers and participating local retailers, including names such as Hero Market and Kedai FGV. By bringing the initiative onto a major social-commerce platform, the effort could help more Malaysians access lower-priced essential goods through online channels.

It also creates another route for local businesses to reach customers beyond their immediate physical locations. Instead of relying only on walk-in traffic, participating retailers can potentially sell to users across the country through TikTok Shop's marketplace, livestream, affiliate, and delivery ecosystem.

Support for Local MSMEs and the Wider Digital Economy

KPDN Minister YB Datuk Armizan bin Mohd Ali welcomed the partnership, saying that collaborations like this can support local micro, small, and medium enterprises while helping Malaysians manage daily expenses.

The broader idea is that digital platforms can complement government efforts by helping local merchants participate more actively in e-commerce. For smaller sellers, access to a large online marketplace can provide visibility, logistics support, promotional tools, and customer reach that may otherwise be difficult or expensive to build independently.

TikTok Shop Malaysia has also said that it is investing more than RM180 million into this cost-of-living relief effort. According to the platform, the investment is intended to help absorb some operating costs for local businesses while creating wider economic benefits for merchants, logistics workers, agency partners, affiliate creators, and other participants in its ecosystem.

The TikTok Shop and KPDN collaboration is a positive development for both consumers and local sellers. Shoppers could benefit from lower delivery costs and better prices on selected essentials, while merchants may gain from reduced platform fees and stronger access to online buyers.

Its real impact will depend on how widely the offers are applied and whether the savings are consistently passed on to consumers. Still, for Malaysians already using TikTok Shop for groceries and household purchases, the initiative could make everyday online shopping a little more affordable.
